Program Management Advisor

Delivers specific delegated tasks assigned by a supervisor in the Program Management job family. Supports the delivery of a strategic program representing a major company initiative by providing central expertise, governance, and control within or independent of a formal Program Management Office (PMO). Assesses, plans, monitors, evaluates and reports on specific programs. Responsible for planning, organizing, and controlling resources/processes to achieve project/program objectives within scope, time, quality, and budget constraints. Participates in and/or facilitates the design, development, and implementation of new operational controls, performance metrics, information management systems, and automated processes. Manages smaller programs, or pieces of larger programs. Completes day-to-day Program Management tasks without immediate supervision, but has ready access to advice from more experienced team members. Tasks involve a degree of forward planning and anticipation of needs/issues. Resolves non-routine issues escalated from more junior team members.

JOB PURPOSE
The Explanation of Benefits/Maximum Out Of Pocket (EOB)/(MOOP) Advisor is responsible for the end to end process of the EOBs and MOOP for timeliness and quality across the Cigna Medicare network including former Arizona and Leon areas. In this role, you will interface with a variety of business partners, senior leadership, and external vendors. A successful candidate in this role will have experience in driving process improvement and achieving results.

Deliverables:

  • 98% of Explanation of Benefits are generated timely
  • 98% of Explanation of Benefits have accurate content and format
  • 10% reduction in CTMs and Grievances for EOBs & MOOP
  • Corrective Actions Plans related to EOBs & MOOP are identified, updated, and resolved timely
  • All EOB & MOOP policies and procedures are reviewed and updated annually

Duties and Responsibilities:

  • Plans, documents and executes all phases of the process improvement lifecycle for EOB & MOOP including: scope, requirements, work breakdown schedule, timeline management, priority and dependency management, and the assignment of roles and responsibilities
  • Partners with IT and coordinates solution delivery by managing project plans, tracking progress and raising risks to the steering committee as needed
  • Leads the bi-weekly or monthly steering committee meeting with senior leadership
  • Promotes change, process and best practices with many business partners and IT team members including owning and training
  • Maintains and controls the single source of truth for all EOB templates including the supporting business requirements
  • Partners with the Fulfillment team and is a key resource during AEP to ensure the EOB tables are updated and tested for the new plan year
  • Partners with the Compliance team to actively address any compliance issues with EOB & MOOP concerns

Qualifications:

  • A Bachelor's degree preferred OR equivalent work experience will be considered in lieu
  • Ability to confidently present data and information to executive leaders
  • Ideal candidate will have strong SQL experience and be resilient
  • Candidate should have experience with creating test plans and end user testing
  • Successful in building and maintaining internal business partnerships/relationships
  • Process Improvement experience required
  • A Certified Product Owner (CPO) preferred
  • 3+ years of Medicare experience preferred
  • Excellent written and oral communication
  • Ability to gain consensus amongst diverse stakeholder groups
  • Ability to coordinate and prioritize multiple initiatives
  • Ability to influence others that are not a direct report
  • Experience with Microsoft products including: Word, Excel, PowerPoint, SharePoint, Visio and One Note
  • This role requires less than 10% of travel. You will need to be fully vaccinated in order to travel & meet the requirements for this position.

This role is Work from home (WFH) which allows most work to be performed at home. Employees must be fully vaccinated if they choose to come onsite.

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 89,500 - 149,100 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
