Position Description

Reporting directly to the Perspecta Program Manager, the candidate will be responsible for the planning, programming, and budgeting regulations, guidelines and processes for all programs/quick reactions capabilities within an Army product directorate. Candidate will analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of assigned program resources in meeting established goals and objectives. They will also develop organizations financial strategies based upon requirements analysis, and life cycle cost analysis of current or projected programs. Candidate will also develop products and briefings such as; annual financial spending plans, Congressional exhibits (P&R forms), annual Program Objective Memorandum (POM), Program summary briefs for Congressional Staffers, Acquisition Strategy briefs, and annual Acquisition review briefs. Candidate must be able to analyze new or proposed legislation or regulations to determine impact on program resources strategies, and current operations and management, and developing justifications, reclamas, and impacts resulting from those changes.

Required Skills

Five or more years working on a DoD planning, acquisition, and management process and policy to prepare long-range (5 year) and short-range (current) planning guidance, in accordance with broad agency program policies and objectives

Eight or more years of experience developing resource guidance (staffing and funding) for assigned program activities as well as performing continuous analysis and reporting of the utilization of allocated resources in accomplishing program objectives and goals.

Proven experience showing the ability to organize and communicate complex studies and operational concepts into defendable, executable, realistic program plans and resourcing

Desired Experience:

Minimum 8 year of DoD Acquisition experience with at least two full PPBE cycles serving as a Product/Budget Analyst or as a Financial Manager in a DoD Program office

Defense Acquisition University certification Level 2 or 3 in Program Management , Budget-Finance Management (B-CE, B-FM), or DoD Comptroller Financial Management certification


Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.
