This is a Fellowship position located in the Consumer Financial Protection Bureau, Research, Markets & Regulations (RMR) Division, Office of Markets, Consumer Credit, Payments, and Deposits (CCPD) Section. RMR is responsible for bringing an empirical, data-driven approach to the regulation of consumer financial markets.

As a CN-71, you will:

  • Under the direction of the Assistant Director, CCPD, develop a third-party collections agenda for Office of Markets and prioritizes short- and long-term policy and operational goals related to developments in the market, especially as they relate to recently passed regulations in the debt collection market. Reach out to relevant stakeholders to gather input on third-party collections priority projects, determine opportunities, constraints, and obstacles, develops options, and builds consensus toward a clear path forward.
  • Proactively build relationships with the Bureau's Supervision, Enforcement, Innovation, Consumer Response, Consumer Education & Engagement, Fair Lending, and other divisions as appropriate. Engage these stakeholders to jointly define priorities and identify ways that Office of Markets can more effectively, efficiently, or systematically support these divisions' needs related to development developments in the third-party collections market.
  • Lead, coordinate, and/or facilitate work and projects with analysts or cross-functional teams of analysts engaged in monitoring of current and emerging issues relating to third party debt collections.
  • Participate in the cross-bureau working group focused on debt collection issues; and set agenda, gather members from other divisions, and develop annual monitoring strategy by gathering and integrating feedback/priorities from other Bureau Divisions.
  • Collaborate with CFPB's Supervision and Enforcement functions to develop techniques for compliance reviews of debt collection firms, especially as it relates to newly passed regulations.
  • Educate Bureau staff on developments in third-party debt collections, produce market intelligence products such as clippers, updates, and spotlights. Hold internal briefings educating staff across the Bureau on business models and technology employed by creditors, consumer debt collections agencies, and debt buyers, and the risks posed to consumers who find themselves in the debt collections cycle - with specific focus on the third-party collections market.
