About the Opportunity

The Supervision, Regulation & Credit (SRC) Departments Cybersecurity Program for the Large and Foreign Banking Organization (LFBO) Unit has an immediate opening for a Senior Manager reporting to the programs Vice President.

The Senior Manager will build and lead a team of ten cybersecurity subject matter experts. The Senior Manager will help to develop a critical new Federal Reserve System program that will conduct supervision for the cybersecurity and operational risk management areas for the large and foreign banking organization (LFBO) portfolio. The person in this role will lead and contribute to horizontal cybersecurity supervisory assessments and support ongoing and targeted supervision in the large bank portfolio, including significant service provider (SSP) programs.

What You Will Do:

  • Hire, onboard, develop and lead technical staff and contribute to the understanding of industry-wide technology and cyber risk exposures
  • Serve as a technical subject matter in the field of cybersecurity and operational risk management so staff can be effectively managed and prioritized to the highest risk areas within the large bank and SSP portfolios
  • Work with leadership of System oversight groups, Board of Governor leaders and other Reserve Bank stakeholders to allocate and prioritize staffing resources to the highest risk areas.
  • Assess material and core risk issues and exposures in the field of cybersecurity and operational risk in how they are identified, measured, and managed within the LFBO and SSP portfolios.
  • Support a diverse work force and promote the sharing and resolution of divergent views. This includes establishing expectations and providing coaching and feedback to direct reports.
  • Oversee supervisory products to ensure that they are well-supported, clearly written, and consistent with System program requirements and expectations.
  • Support System partners with the development of performance metrics that to ensure accountability to a service level agreement that governs the cybersecurity national program and to take a data-driven approach to decision-making.
  • Serve in various System groups and participate in system vetting for supervisory events.
  • Support the LFBO HCSR and SSP programs including supervisory responses of cybersecurity findings and incidents by providing leadership and guidance as required.

Qualifications:

  • Experienced professional with a minimum of 10 years of regulatory or industry experience and a minimum of 3 years of large bank or equivalent experience.
  • Bachelors degree in Finance, Economics, IT/Cyber Management, or related field is required; Masters degree preferred.
  • Prior managerial or leadership experience required.
  • CISSP, CISM, CISA or equivalent certifications highly preferred
  • Must be willing and able to travel as the position requires approximately 25% travel. Periods in excess of 25% may be required on an as needed basis.

These employees may need to recuse themselves from certain supervisory work based on:
    • Their borrowing relationships (Appendix B Parts I.1, II.1 and II.2).
    • If a financial institution employs a member of the employees immediate family (i.e. spouse, child, parent, or sibling) (Appendix B Part I.3 and Part II.3).
    • If the individual was employed by the financial institution or affiliate within the past 12 months (Appendix B Part I.3 and II.3).
    • In certain cases, the recusal may be so extensive it could materially reduce the effectiveness of the prospective employee.
