General Counsel

The office of the General Counsel is responsible for legal, privacy, contracting, merger and acquisition, litigation, and compliance activities, as well as government and regulatory affairs. These functions support the company's success and growth efforts and maintain high ethical standards. We are currently looking for a Small Business Administrator in Chantilly, VA. (Open to Remote Telework)


  • Participates in proposal development, including writing, editing and review of small business participation and subcontracting plan to ensure customer requirements are met.

  • Analyzes existing and potential small business teaming partners and develops working knowledge of SBs, their capabilities and other relevant information on them. Conducts searches for viable SB teaming partners based on parameters provided by capture and other stakeholders, government small business specialists, and other sources of information.

  • Recommends SBs that have a strong fit with Perspecta requirements for introduction to appropriate Perspecta leaders.

  • Participates in and travels to trade shows, conferences, and meetings with government SB offices, and collects information on capable SBs that can work with Perspecta.


Supports the SB Administrator in the following activities:

  • Preparation of all Small Business Subcontracting Plans for Perspecta proposals when the Total Proposed Value exceeds $700K for all DoD/Federal, and State/Local pursuits

  • Develops and recommends small business utilization strategies with Sales and new business initiatives in order to achieve long and short-term goals.

  • Reviews and analyzes complex solicitations, budgetary estimates and price proposals from Perspecta Financial Team in order to calculate small business dollars and percentages as it relates to the overall proposal price and actual performance within the subcontracting plan

  • Establishes and maintains communication with all Perspecta Groups and Segments, as it relates to small business utilization. Ensures that program managers are utilizing available and qualified small businesses to the best of their ability. Assists those program managers in finding qualified and capable small businesses in order to further facilitate teaming partnerships and fulfill federally mandated small business program goals.

  • Attends regularly scheduled local and national events for small business utilization. Participates in Procurement Fairs and Business Matchmaking events on behalf of the Perspecta Small Business Office.

  • Works to achieve and implement specific performance goals for subcontract awards to small businesses, small disadvantaged businesses, woman-owned small businesses, certified HUBZone small businesses, veteran-owned small businesses and service-disabled veteran-owned small businesses, and Historically Black Colleges and Universities and Minority Institutions.

  • Maintains awareness of changes in government regulations and develops recommendations regarding company policies and practices as it pertains to small business utilization.

  • Direct support for SB matters with Supply Chain Management.

  • Submits quarterly, and semi-annual Individual Subcontracting and Summary Subcontracting Reports within the Electronic Subcontracting Reporting System or as directed by the Government.



  • Bachelor's Degree required with a business management/administration focus or 10+ years of experience (preferred federal contract administration/procurement experience) business experience.

  • Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD.
  • Must have excellent written and verbal communication skills

  • Must have ability to develop professional relationships with management, peers, vendors, subcontractors and customers.

  • Familiarity and basic experience in the understanding of ISR and SSR requirements.

  • Has an understanding of government rules and legislation, and small business regulations and definitions.

  • A good understanding of the FAR & DFARS, and other customer regulations as it relates to small business requirements.

  • Knowledge of the practices and procedures of business development and marketing, and Perspecta business service offerings.

  • Strong computer skills and excellent working knowledge of MS Word, MS Excel, and MS PowerPoint related software applications;

  • Ability to work in databases and apply search processes in finding information on small businesses, and excellent people skills.

  • Must be able to continually interface with people on the phone, at trade shows, in meetings and other places, as well as internally to Perspecta;

  • Must possess outstanding communication skills, both verbal and written;

  • Willingness and ability to travel out-of-town and locally to participate in trade shows independently (as necessary).
