SUMMARY: Responsible for assisting with the development, implementation and/or administration of training plans and program materials that promote skill and knowledge enhancement.

GENERAL RESPONSIBILITIES: Responsible for the delivery of training, coordination of facilitators, order appropriate training materials, and reserve locations (internal/external) across the organization in multiple locations. Manage training vendor relationships by researching and screening potential vendors for needed training including pre-vetting and pre-negotiations. Tracks and analyzes training compliance data utilizing specific reporting and data management systems. Work closely with employees to understand and provide support to their learning objectives recommending internal/external training courses. Facilitate and/or coordinate consistent training standards and event management, throughout the organization by coordinating, scheduling and executing programs offered. Provide administrative support which includes ordering and maintaining department supplies, overseeing tuition reimbursement, outside seminar programs, running reports and maintains the Access database. Execute administrative management of the online Learning Management System for union employees, including personnel hierarchy and assignment and competency maintenance.

EDUCATION: Bachelor's degree in human resources, training/learning, organizational development or a related field; or a combination of post high school education and related experience.

EXPERIENCE: 3 - 5 years of experience in training and development, human resources or related field with increasing roles and responsibility.

TECHNICAL PROFICIENCY: Proficient with Microsoft Office products, including Excel, Outlook, Word, PowerPoint and PeopleSoft, with the ability to run queries, occasional data entry and proficient with learning/talent management systems and tools.

COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to identify and/or document existing and new processes as well as evaluate their effectiveness, develop improvements and/or recommend changes or alternatives. Ability to effectively manage projects that may vary in nature and scope. Ability to understand and interpret educational needs and determine effective instructional solutions. Knowledge of the principles, practices, and standards of learning and development. Knowledge of training methodology and the ability to develop and provide technical/operational training to others.

WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.
