Job Preview:



The Ohio Department of Medicaid is seeking an attorney for our Provider & Program Compliance bureau. As a Staff Attorney your responsibilities will include:



  • Researching and providing legal advice regarding institutional providers (e.g. hospitals, nursing facilities, ambulatory surgery centers, federally qualified health centers, rural health clinics)

  • Reviewing and providing legal advice and assistance with administrative rules

  • Assisting the Attorney Generals Office with administrative hearings, trials and other legal matters

  • Assisting with all activities related to the resolution of legal cases, including settlements, preparation of orders and tracking case activity

  • Researching and drafting legal opinions, memoranda and other legal documents regarding Medicaid issues

The preferred candidate will possess strong legal analysis skills, be detail oriented, and be able to work collaboratively and independently.



Job Description:



Under general direction & on behalf of the agency, provides legal advice & counsel to Director, Deputy Directors & appropriate staff on legal matters affecting the Department of Medicaid (ODM) (e.g., Nursing facilities, hospitals, ICF/IIDs, federally qualified health centers, rural health clinics & ambulatory surgery centers); represents agency in legal proceedings, prepares and argues agency position in quasi-judicial hearings, assists with difficult cases for trial, hearings & appeals; assists with assembly, preparation & presentation of evidence at court trials, hearings & appeals; cooperates with the Office of Attorney General on legal issues; provides legal advice to ODM on Medicaid, disability & other administrative law matters related to health care.



Researches & drafts legal opinions, orders, memoranda & other legal documents related to Medicaid, state medical programs & other administrative law; reviews & provides legal advice on Administrative Code rules.



Analyzes, monitors & drafts legislation; provides training to middle & upper management staff; responds to legal inquiries from public & government officials



Performs other duties as assigned (e.g. attends & participates in staff meetings & training sessions, attends meetings; travels to meeting sites; responds to correspondence; prepares & delivers speeches on legal matters; operates personal computer & applicable software applications to create, store, retrieve & produce correspondence, legal briefs, position papers, reports; maintains records, logs & files; travels to conferences).



Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 12 mos. exp. as licensed attorney; 6 mos. exp. in employee training & development.
