SourceAmerica is looking for a talented Subject Matter Expert, Pricing to join its Vienna, VA-based team.

Job Summary

Responsible for facilitating and completing the development and presentation of Fair Market Pricing for AbilityOne projects. As a Subject Matter Expert, provides pricing support and technical assistance for internal and external stakeholders throughout the pricing process. Responsible and accountable for developing, analyzing, reviewing and coordinating documentation in support of fair market price changes, and additional change actions for items currently on the Federal Procurement List (PL) that are related to the life-cycle management of AbilityOne Services. Supports market analysis to ensure proposed pricing in multiple lines of business is fair and reasonable. Ensures all proposed fair market pricing on AbilityOne projects follow all applicable laws, regulations, and requirements, to include AbilityOne Program pricing policies and manuals.

Essential Functions


  • Develop, analyze and coordinate pricing data for Fair Market Pricing actions in support of all internal and external stakeholders

  • Review pricing using cost estimators, market data, and other pricing indicators.

  • Ensure pricing actions culminate into timely and accurate submittal of information to the U.S. AbilityOne Commission in compliance with all AbilityOne Program policies, procedures, and manuals

  • Provide technical assistance and support to Member NPAs, Federal customers, and internal stakeholders regarding the functional area of PL Additions of pricing and costing in alignment with AbilityOne Commission policies, procedures, and guidelines. Additional functional areas such as Base and Follow-on Years, Transfers, Purchase Exceptions, etc, will be a secondary focus

  • Complies with all SourceAmerica policies, procedures, and work instructions for Fair Market Pricing

  • Responsible for meeting goals and obligations as specified in the Cooperative Agreement and Quality Assurance Surveillance Plan (QASP) related to Fair Market Pricing (Section 3.2)

Data Analysis

  • Ensure data integrity for all pricing and contract related documents within SourceAmericas Front Office System

  • Provide subject matter expertise regarding AbilityOne Program pricing

  • Provide support and analysis to Member NPAs regarding the development of price proposals.

  • Supports pricing actions through analysis of market data

  • Support the organizations data integrity effort for FOA and PLIMS through accurate data management.

  • Perform additional duties and participate in special projects as assigned

Required Education, Experience, and Skills

  • 5+ years with Associates Degree in relevant field from an accredited institution

  • SourceAmerica recognizes 1 years experience = 1-year college, should a candidate not meet the required education

  • 5 years of federal costing, pricing, or contract estimation experience

  • In-depth knowledge and expertise in pricing management best practices

  • Knowledge of Federal government procurement procedures, regulations (FAR Part 15)

  • Knowledge of Federal contract types (firm-fixed, cost type, etc.)

  • Able to handle multiple priorities and a variety of internal and external customer requirements while effectively managing the process and interactions

  • Proven experience in customer satisfaction, quality management, and problem solving within private, non-profit, or government sector

  • Exhibits negotiation, presentation, and communication skills

  • Identifies customer needs and develops solutions to non-standard requests

  • Effectively articulates difficult issues and works to build consensus

  • Makes decisions within guidelines and policies

  • Ability to travel in conjunction with the performance of the duties of the position

  • Finance, accounting, and market research experience

  • Able to work well independently and/or within cross-functional teams

Preferred Education, Experience, and Skills

  • 7+ years with Bachelors degree in a relevant field from an accredited institution

  • Intermediate to advanced knowledge of:
    • Fair Labor Standards Act

    • Service Contract Act

    • Federal Contracting Requirements

  • Intermediate to advanced knowledge of:
    • AbilityOne Program, Purpose, Responsibilities, and Requirements

    • 2 CFR 200 Cost Principles

  • Knowledge and experience of all requirements under the SourceAmerica Cooperative Agreement


  • Ability to effectively collaborate with individuals and teams across a 400+ organization with a national footprint

  • Proficiency in MS Office including Excel, Outlook, PowerPoint, and Word

  • Strong interpersonal skills and ability to build and maintain relationships

  • Strong oral and written communication skills, including grammar and proofreading skills

  • Strong organizational skills

  • Capable of working independently and solving problems under time pressure

  • Flexible schedule and some travel required during certain time periods
