Under the direction of the Campus Director and Director of Facilities, the Superintendent, Physical Plant is responsible for directing the overall operations and maintenance of the Lincoln Campus and locations, including building maintenance, electrical and mechanical maintenance, grounds and custodial services. Physical plant operations and services also include locksmith services and key issuance, utility service, repair and remodeling for buildings and grounds, and care and maintenance of campus fleet vehicles. The Superintendent is responsible for the management, performance management and hiring and training an assignment of work for maintenance and custodial staff.


Budget development and management

  • Develops and recommends annual budget for Lincoln physical plant division.
  • Demonstrates fiscal responsibility in the management and adherence to division and project budgets, including personnel, materials, supplies and contract services.
  • Requisitions materials, supplies, and equipment for project in accordance with College processes and procedures.
  • Understands and adheres to all purchasing and contracted services policies and procedures.

Management of assigned personnel

  • Provides supervision, leadership and performance management to maintenance and custodial staff and other assigned staff.
  • Responsible for the hiring of personnel for assigned Physical Plant division.
  • Ensures compliance with all College personnel policies and procedures. As needed, update and make recommendations regarding College procedures, and guidelines for physical plant employees.
  • Conducts employee performance evaluations.
  • Supervises and assigns employee work schedules and workload assignments for maintenance, and custodial staff.
  • Meets regularly with personnel to schedule work and to review progress on work orders and projects.
  • Conducts department meetings and provides effective communication to assigned staff.
  • Oversight and management of Maintenance and Custodial Services
  • Inspects buildings, grounds, and facilities for proper maintenance, needed repairs, and improvements.
  • May perform any task assigned to subordinate staff, consistent with any licensing or certification requirements.
  • Maintains ADA campus facilities' compliance.
  • Oversees operation of heating, ventilation and air conditioning for campus facilities.
  • Oversees air-handling systems including air compressors for campus facilities.
  • Oversees major plumbing and electrical installations and repairs.
  • Oversees the installation, maintenance, and repair of electrical, steam, water, and oversees the fire and safety and related building security sewerage systems.
  • Interprets and maintains the physical plant in compliance with applicable building, health, safety, fire, and environmental codes and regulations; initiates required corrective actions as necessary
  • Oversees the grounds maintenance and landscaping activities.
  • Directs building custodial services.
  • Directs automotive vehicle maintenance and motor pool operation.
  • Arranges for on campus recycling efforts.
  • Coordinates snow removal procedures for campus streets, parking lots and sidewalks as needed.

Oversight of Remodeling and Construction Projects
  • Participates in the planning of building remodeling, alteration, or maintenance projects with College leadership.
  • Prepares drawings and specifications for proposed project; estimates materials, time, and labor costs for project; and requests funding.
  • Prepares Data and Information to solicit bids on work to be done by outside contractors and schedules the work to be done as needed.
  • Inspects in-house and contracted-out work projects for conformance with job specifications, applicable building codes, and standards.
  • Reads blueprints and supervises construction or remodeling projects, including labor and materials costs.

Policy and procedures
  • Promotes and enforces safety practices at all assigned locations for employee, students, visitors, and stakeholders.
  • Assist in providing a safe campus environment by supporting campus security and safety processes and procedures.
  • Understands, promotes and adheres to all College policies and procedures

Reporting and Record keeping
  • Composes correspondence, keeps records, and prepares materials related to the work.
  • Provides reports and data records needed for state and government reports related to the Physical Plant operations.
  • Reviews, approves and maintains Physical Plant purchases and records.
  • Responsible for Physical Plant inventory and maintenance records.
  • Serves as a part of the Campus Leadership Team
  • Maintains close communication with Campus Director and Director of Facilities regarding progress on work projects, plant operations, and personnel matters.
  • Consults and develops, with the Campus Director and Director of Facilities, the overall construction and maintenance programs for the campus facilities.
  • Prepares and submits recommendations for improvements to College leadership on a regular basis.
  • Coordinates College surplus property sale with other campuses on an annual basis.
  • Provides exceptional customer service and demonstrates effective communication practices with staff, peers, students, visitors and other stakeholders of the College.

Minimum Qualifications

1. Associate Degree with at least three (3) years' management or superintendent level work experience in one or more of the following areas: operations and maintenance, new construction and remodeling, energy management, physical plant/facility operations and maintenance, or related fields or a directly related work field.


High School Graduate or GED with at least five (5) years' management or superintendent level work experience in one of the following: operations and maintenance, new construction and remodeling, energy management, physical plant/facility operations and maintenance, or related fields or a directly related work field.

2. Demonstrated ability to communicate, delegate and maintain good relationships is necessary.

3. Ability to maintain and project a favorable image of the college grounds and facilities to the public.

Desired Qualifications

1. Associate Degree in Construction Management, Architecture, Building Construction, HVAC, Electrical, or Electromechanical.

2. Business experience including knowledge of cost control and the bidding process.

3. Strong mechanical background.

4. Work experience in a managerial, administrative or supervisory capacity.

5. Professional trades license in Electrical, HVAC, HVAC Controls, and/or contractors license.
