Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.

Work Description:

The individual selected for this position will support the Customer's organization that provides the network engineering for a global enterprise network. The enterprise supports a carrier class WAN, complex and diverse campusand data center networking to include a hybrid cloud environment. This position will provide systems engineeringand integration (SE&I) and program/project management support to the Group's Front Office and their Senior Project Resources team. Responsibilities include, but are not limited to the following:

  • Serve as trusted agent of the senior leadership team
  • Supervise multiple information technology (IT) projects/activities; working in close coordination with the Customer lead(s) and other members of the senior leadership team
  • Perform enterprise-wide, horizontalintegration planning and end-to-end systems engineering--form concept development to implementation through transition to operations
  • Assist in the creation, baseline and maintenance of all program/project documentation
  • Review deliverables and provide recommendations to implementation teams and/or Customer leads, as applicable
  • Ensure technical solutions and schedules are implementedin a timely manner; as well as required deliverables
  • Track program-level requirementsand prioritization in a tailored, Agile environment
  • Identify, document and manage external dependencies and interfaces; monitor internal dependencies in close coordination with implementation teams
  • Prepare and coordinate internal and external documentation and briefings for use with a variety of audiences (from working level to senior executives)
  • Facilitate coordinationbetween program stakeholders; conduct meetings, capture/document agreements and track assigned actions to completion
  • Procure new software and track/manage software licenses and renewals within Customer-provided database
  • Capture/update, track and analyze team metrics (O&M, projects, and other tasking-related hours)
  • Manage/track team actions from senior management
  • Communicate with Mission Partners and other stakeholders to provide tracking and status information on requests/requirements and to clarify requirements, as necessary
  • Identify and document gaps and any technical debt; track to closure
  • Lead/facilitate working groups with engineering Subject Matter Experts (SMEs) and stakeholders, as necessary; capture meeting minutes and actions and track to closure
  • Develop/create programmatic artifacts--charters, plans, concepts of operations, requirements documentation, schedules, roadmaps, briefings, etc.--as required for a variety of audiences; also Memoranda of Agreement/Understanding (MOAs/MOUs) and cost estimates


Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.

Minimum Qualifications:

  • Demonstrated ability to work independently, with little to no direct tasking, as well as collaboratively with teammates, associate contractors, and customer personnel at all levels to achieve organizational strategic objectives
  • Demonstrated expertknowledge of the Customer's Project Management Framework (PMF) and Agile development methodologies and associated tools--including experience tailoring processes and templates based on program/project scope, scale and risk posture
  • Ability to communicate effectively across organizational boundaries and translate businessor mission challenges/opportunities into requirements and/or technical solutions or strategies
  • Outstanding interpersonal and organizational skills; including demonstrated experience successfully coordinating across organizational boundaries and navigating a variety of political issues
  • Demonstrated oral and written communication skills--including abilityto succinctly capture meeting minutes, decisions, and actions
  • Ability to document and/or illustrate complex technical issues clearly and accurately for consumption by both technical and non-technical audiences
  • Demonstrated ability to self-learn just-in-time knowledge in technical domains as needed
  • Demonstrated expertise in Microsoft Office suite--including Project and Visio
  • Working knowledge of Confluence and/or Jira
  • Experience successfully working in a dynamic, challenging and fast-paced environment
  • Experience managing multipleIT projects concurrently--including but not limited to LAN/WAN projects
  • Experience with Maximo; ability to track/report status updates and generate reports when needed

Desired Qualifications:

  • ITIL, Agile and/or PMP certifications
  • Experience with the Customer's security accreditation process
  • Experience with DevOps and/or a solid understanding of software and tool development process
  • Working knowledge in some, but not all, of the following technical domains is a plus:
    • Network-as-a-Service (NaaS)
    • Cloud architectures
    • Enterprise networking
    • Network management tools and best practices
    • Service provider-focused WAN technologies
    • Security technologies
    • Data center technologies
    • Virtual computing technologies
    • Hyper-computing environments
