The Opportunity
Are you a strategic leader with a passion for public service and operational excellence? Clay County is looking for a Facilities & Capital Director to lead, plan, and manage a comprehensive program of maintenance and custodial services. In this critical role, you will oversee the facilities, grounds, equipment, and furnishings of the County, ensuring our physical environment is safe, efficient, and welcoming for both employees and constituents.
Key Responsibilities
Strategic Leadership: Develop and implement the County’s overall organizational strategy. Lead with a vision that inspires continuous improvement and professional growth within the team.
Team Management: Recruit, train, and coach a high-performing facilities team. Oversee airport operations and determine staffing needs to achieve operational effectiveness.
Operational Excellence: Establish and enforce policies and procedures related to performance standards and safety. Ensure compliance with local, state, and federal regulations.
Financial Stewardship: Develop and administer annual budgets, identify cost-reduction strategies, and manage grants to ensure long-term financial sustainability.
Facility Planning: Maintain a multi-year comprehensive maintenance plan (preventative and corrective) for HVAC, mechanical, plumbing, electrical, and structural systems.
Community Engagement: Represent the County in civic and professional associations, acting as a liaison to boards and regional governmental partners.
What You Bring
Experience: At least five (5) years of professional-level government administration experience, including budgeting, fiscal management, and program management.
Technical Knowledge: Thorough understanding of modern management principles and a deep knowledge of facilities systems (HVAC, structural, mechanical).
Leadership: A proven track record of decisive decision-making, effective delegation, and the ability to build resilient, agile processes.
Education: A Bachelor’s degree is preferred; however, significant experience in the administration of facilities and major systems may be considered in lieu of a degree.
Communication: Exceptional ability to communicate complex issues to the County Commission, employees, and the public.
Physical Requirements & Work Environment
This role involves both office-based strategic planning and on-site inspections. Candidates must be able to travel throughout the County, occasionally lift up to 50 lbs., and navigate various facility environments (including using ladders or stairs). A valid motor vehicle operator's license is required.
